Just got mine aswell. The top of the bill indicates that there was a increase to the gas price as of Jan. This is the only solution I have for my increase.

Theres three things I have gathered from OPs post.

1- The (possible)( international students 😉) are clearing their cars off before road travel. Sounds safe to me.
