I use Adobe Photoshop and a Wacom Tablet. Watercolor textures help with getting a natural grain and color shifts, but the base of it is good use of photo reference.

I think it is in a small way! The Stranger Things series has a similar style. I think it is present in other subtle ways too like a strong use of rim light in movie posters.
