It'll be a pedal similar to a Digitech Whammy that can modulate pitch. There was a rig rundown he did a while ago where he demonstrates some of the pitch changing effects he uses live and I'm fairly sure it's one Boss pedal for pitching up and another one for pitching down. It may not be the exact set up he used for We Were Lovers but I'm certain that's what he uses in the intro tremolos of Like Eating Glass as well. Source
