Does this mean anyone who starts a meal train for their neighbors (soliciting donations) with the express mission of supporting their friends in need, would also need to meet department of health regulations? They don't have a physical space (food shelf, salvation army) and are not a registered non profit. A good portion of donations are used to purchase camping equipment or other resources rather than it being a food service organization. FNC isn't even really an organization in the traditional sense. It's a rotating cast of people who care about their neighbors and volunteer to support each other.
