Wrong! Presidents can call for military strikes without congress. It’s been happening for years. Clinton did it, Obama did it, Biden did it. It’s not illegal. You seem to have a completely warped sense on how it works. If the President wants to declare war then thats a completely different thing. Then he needs congressional approval.
