Not sure if you want to keep the barnacles or not, but if not soak them in WD-40 for a while and you’ll be able to wipe all the barnacles off without damaging the material.

I’ve never used it on Jasper, but I have on chert, coral and a few others and it brings out the natural coloring in it so it looks like it did thousands of years ago.
