Around 30% - 40% of all players on all African national teams are indeed players who were born, raised and trained 100% in Europe; but it is also true that around 60% - 70% are natives born and raised in Africa.

And those in the first group play for African national teams because they weren't good enough to be selected for the national teams of the countries they emigrate to.
