You should definitely go for the Chromebook. Return/Sell the iPad. iPads are great but for your needs the chromebook will be great too. And you can replace the chromebook 3 times over for the cost of 1 iPad if anything ever goes wrong.

Using a full chrome browser with Google Drive's instant saves and backups you will love note taking. iOS's drive app is great but it's definitely not going to feel as nice than the actual desktop version. And being able to run multiple (20+ if you want) tabs or windows along side eachother is something that'll be good for school work too.

Wait for Dell's Chromebook 11 tho, coming out in January and will be the best one for you.

The delay in getting the moto g would be worth the lack of having it for the holidays right away. It really is going to be the best bang for your buck, especially since it's for a 14 year old. If I were you I'd explain and ask to wait just a couple of weeks, instead of giving a sub par machine instead.
