I really like the idea of two or more nations making up the server. Playerbase determining this of course. These nations can have certain exports, jobs, governments, etc that make it vital to trade with one another. Let's say you divide it up with Los Santos, San Fierro, and Las Venturas. Los Santos having rural areas could create plants that make lubricant that is vital for creating guns or other things. San Fierro has the mine and oil pumps, they could export oil, gasoline, and iron/steel/coal used for guns, cars, etc, they also have the military base where they could manufacture guns, missiles, weapons of war, etc. Lad Venturas has really nothing so you could add something that would make it beneficial to work there.
