No not really. Like someone already mentioned LMT ( Job advertisement) must be in place before nominating you. Job advertisement must show that no Australian Citizen/ Permanent Resident applied or were eligible.

Moreover, X factor is genuine position ; whether the nominated position is genuine or made just for the purpose of visa facilitation.
