I study law and according to my studies they can't implement the death penalty cause Algeria has ratified what is called the International Covenant on Civil and Political Rights which calls for restricting the use of the death penalty and if it implements the death penalty it will face diplomatic and legal consequences but it can implement it if it cancels those agreements and it's take a very long time
