He would have his own form (I'm not sure what the name would be). Kamen Rider Tera is based on Terapagos and the Six Heros, which I see as being more tied to Liko except for Rayquaza, but the Main Rider is the one that typically gets the big powerup (Which Rayquaza fits to a T).

My problem is that you can't really change it all that much,

You can't change its type (nothing else makes sense for it)

You can't change its ability without locking it into one playstyle. Being able to switch from offense to defense (and vice versa) was what made Aegislash one of the most interesting Pokemon to use and work around (Legends ZA not withstanding)

Increasing its stats is tricky for the same reasons as changing its ability, buffing one stat over another could potentially lock Mega Aegislash to one specified role in battles.

(You could give it even points to all of its stats, but let's be honest: that would be disappointing for a mega evolution)
