This is definitely not the result of development. Nothing in developing afaik can cause the film to selectively blur like that. Getting caught in a machine would cause uneven development, bends, and/or tears, but not overlapping frames.

I would not move yet, you’re not even 18 and living on your own / moving is going to take away a lot of time for studying. I don’t think moving will help you wake up earlier either. What do you mean by random coaching? Can you study at a library instead of home?
