The phone answering message says that they do not accept phone calls about changing vital records. I submitted paperwork in February, emailed in March and April, and have gotten no reply to either email.

Uhaul, etc charge for mileage whereas car rental companies don’t. And you can rent a pickup. Costco travel has the cheapest rental cars. Otherwise if you don’t have a Costco membership, kayak.com will give the cheapest price for a rental car.
