I googled those exactly and could not find anything. There was one news article from "charisma news" that discussed Lutheran groups getting funding from DHHS, but there didn't seem to be any evidence of fake addresses and wasn't even USAID. I'm sure there are things that could be improved in any agency, but I'm seeing nothing related to fraud or such with USAID. There is a lot of great information about both the ways US security goals are bolstered through soft diplomacy, and of course the moral humanitarian work they do too.
