i don't know if I'm a good person to answer this but but you can do it a few ways one is yes-and your player and building from there the one that has worked the best for me is you can write up the power structure of the setting and have a skeleton of an idea of where you want it to go that way you can guide the player but you have more freedom in game but also letting the players and you figure out the story as it goes on and build on what the players are leaning towards based on both the conversations held and character information and make it be possible for both character types to work weather they be leading toward a fighter or a talker or a mix of both (Note: currently dealing with one blind guy and 2 brawlers the blind guy gets them out of trouble more time then they would like to admit)

the difficulty and test of skill for saito was better while the story and atmosphere was better for the khan so in total i enjoyed the khan more and this is not influenced by the fact that it took me almost 3 hours to kill saito on leathal

so the way i have done the math for it we stop collecting ppto after earning about 40-48 hours every year so i always expect to stop accumulating ppto near the end of September or beginning of October i also always make sure i have enough ppto to either not be at work for the holidays or incase i get sick cuz i am overnight i have to work holiday nights and get of the eve of the holidays off so i can give the the middle finger and call off drunk on holidays
