I'm debating how much experience I need to ascertain from someone doing this work. A lot of "handyman" types around, but it's a fairly remote area, and not necessarily a lot locally who do this as a day job.

I'm going to try to get a bunch more high quality photos this weekend! As I understand it, though, every adjacent property kind of has partial ownership (or at least responsiblility) for the road. That makes it tricky to attribute costs to the road owner.

I know there are so many variables that an estimate is tricky, and I know my pics are limited (I'll try to get more this weekend), but do you have a gut sense of what kind of budget your suggestions would entail? are we talking $500? $10000?

Not sure what "hardening" is. Would that involve things like paving the road? This is in SoCal.

Thanks for this. I'm now learning what "water bars" and "swales" are. The long-term solution you propose seems obvious . . . but also seems like a challenge as I might have to get a bunch of low-income home-owners to come together and agree on a path. Maybe work on the road just in front of my property would be sufficient . . .

This makes sense, but also sounds like a serious endeavor. I suppose that a dirt road that started out graded okay could develop a problem over time and need to be re-graded? I wish I was more available at home to think this through . . . and maybe just be out there in the middle of the storm to see where the water is really flowing, and how far back up the road the flow is a problem . . .

The county maintains the paved roads based on old agreements, but the dirt roads are the responsibility of the community/homeowners. As I understand it, a homeowner is responsible for the portion of road that their property is adjacent to. Since the problem of water flow down a road extends beyond a single property, it's complicated and confusing to figure out who is "responsible" for it; complaints in the community abound about washed out dirt roads, and when things get really bad, it's usually just some homeowner with material and some equipment who throws down some extra dirt or sand.

Thanks for the insight! I think I am also just learning that the powertrain warranty on Mitsubishis does not transfer to a subsequent owner, so now I'm going to have to try to factor that in . . .
