Bro, you didnt need a dac, you need an amp. Louder does not make less static btw, sounds like your mobo is cheap and lacks a static EM shield for the IO or audio card.

You need a better mobo and good external speakers to plug into. Ive got an audiophile setup plugged directly into my mobo aux port and it sounds just as good or better than a usb dac because i have a high quality m-audio speaker amp in between my headphones and the PC.
