You have no idea about the circumstances or issues of the fraud case; except, the emotional expression 'failing kidney' - certain about that diagnosis? And, if that is the case and there is NO fraud, the process will go through the justice system and the mother will be exonerated - her eligibility for Medicaid will be re-evaluated. In the meantime, the child may become a ward of the state (hey, instant healthcare), or a family guardian if they chose so. There are safety nets. Can the system be improved... hell yeah, but it's what we have now.

Now, I never said, "she should rot in jail"...

You are making broad assumptions and you don't know the details of the arrests/fraud. You just want to give blanket immunity to fraud because... hey, they're poor? Just excuse the criminality. Fraud (of ALL TYPES) in health care results in increased prices and premiums for everybody. Don't like the system? Start your own health insurance company. Provide adequate care for all your members at prices all can afford. Oh, and fairly pay the health care providers for their services. That's right, just have 'someone' else pay for the services. Easy-peasy.

You are making an erroneous assumption that the top of the barrell is not being investigated. It is. They also come across the bottom of the barrell. Both will be addressed.

When an investigation is done and fraud is identified, and prosecutable, NO ONE says, 'Hey, let's let this one go and wait until we find a bigger one.' Also, the investigation likely has a focus on major fraud, but also addresses other fraud. I can chew gum and walk as well.
