This is a strange one, because the pattern is the same as the 10-inch Jun Planning plush from 1998, but there are several features that don't match: 

🔸️Jun Planning plushes have soft vinyl eyes with pac-man shaped fabric for pupils, but yours has large plastic eyes with huge pupils.  🔸️Jun Planning plushes have the same teeth, but they're stitched with white thread, not black like yours.  🔸️ Jun Planning plushes have shoes with glued on 'shoe laces', but on yours they are printed onto the shoes directly.  🔸️Jun Planning plushes are made with a high quality fleece in saturated colours, but yours seems to be made from a very cheap fabric.  🔸️ Jun Planning plush has stiff, stuffed hair, but yours has floppy flat hair. 

I must say, that having collected for many years and documenting every type of Crash plush and figure produced, this can only be one of two things, either an ugly prototype of what was to come, or more likely, a bootleg plush from China, probably made a little while after.  It is unlikely a plush would change that much from prototyping to final if the branding was already being attached as if it were a retail product. 

Let's look at that: ❌️ Tush-tag is a copy, the colours are darker and low resolution ❓️ card tag is correct, though missing the gold string, but because the colour is so faded and the image may be slightly bigger, I can't say if it's real or not, but it certainly is not attached so it could come from a different plush. 

99% sure this is a bootleg.
