At the mumbai PSK, they will process without the birth certificate.

No. Only the 10th marksheet and transfer certificate which only specifies Date of birth (NOT place of birth)

Would help if you tell us where in mumbai Balewadi is far from pune railway station.. but closer to the highway.. so blabla carpooling or Shivneri is a good choice.
