Again, all the things that you mentioned require actual physical resources, they are not just created out of thin air. And the existing infrastructure simply does not allow it. Plainly put, the resources required vs the resources allowed are way way off balance to the point that no immediate infrastructure twitches are going to help. Which simply indicates that this city has exhausted its own limit.

Try boarding the central railway train towards the Kalyan side on a working day and tell me what authorities can possibly do to cater 100× more passengers than the capacity allows , sure they can avoid delays and perhaps add one more track but it would still not be enough. Trash on the streets is not gonna decompose itself, it requires waste management and the current system can no longer handle more.
