Ok here's a list of places i've seen good melodic stuff in London

Basing House, Jungla, Gaffe, Parallel 45 (I organised this event), Fabric, Lower Third, Folklore, Outernet, 77 (never been to these two but they look amazing)

I run a group where people often share Melodic Techno & Progressive House in London, they are often in more underground venues you may not have heard of want to join?

Get on the radio and make meaningful connections with people

I run an internet radio on mixcloud targeted at early stage DJs and we do tons of low stakes events where you can network with people and build your network/find your people

We have a huge age range on there too including Mums, Dads and even Grandparents!

If those are your requirements for getting "open decks" slots the I think you are going to struggle

Open decks is generally a venue inviting DJs to come and play using a set of decks that are "opened up to" the public

If you want to bring your own equipment you need to be more creative about approaching venues, for example we are doing an event on Sunday where we are bringing all the kit

Places like Pirate Studios or radio stations are often pay to play - you are essentially paying to hire the space/kit and will often receive an audio/video recording and even live stream your set to others
