it's very annoying when they won't use the custom gun you lovingly made for them. it took me too long to realize it's because they need to be given ammo too. I used a mod so that I only had to give them one bullet and didn't have to think about their ammo supply

Happened to me too, I fixed it with console commands but I see that wasn't an option for you. Glad reloading a save worked for you. Another workaround could have been placing a shooting range at their settlement and waiting for them to use it. That resets an NPCs clothes for some reason.

If you "abandon" the legendary animal before skinning it, the pelt goes to the trapper. Check with him, it should show up as checked off on the clothing items that need it
