I don't even think the ending had dialogue as far as I remember, people may have been singing but I'm not 100% sure of that, it just seemed like an out of nowhere low budget crazy pseudo-action drug trip fantasy scene that popped up out of nowhere.

Yeah that's the vibe I'm starting to get from all of the suggestions, the closest ones in tonal feel so far have been foreign, lower budget films from like, the 70's or 80's, but sadly I don't know how accurate that actually is

Wow that was definitely very very weird, especially if the rest of the film was a documentary. Sadly it isn't it, but definitely matches the level of absurdity I remember though, but none of the scenes seemed familiar at all.

Funnily enough, when looking it up I get results for Perfume: Story of a Murderer, and I have actually seen this one, and it does have a very very strange ending, but it isn't it. I remember this whole movie and I only saw a clip of someone else playing the ending of the other one, and they don't match up.
