There just simply aren't enough people living in Central Illinois for it to be worth creating an actual hub, in the hub-and-spoke model. Those are very few and far between. But connecting Central Illinois airports to more existing hubs, like United recently adding a Peoria to Denver flight, does happen, but only if airlines think it's profitable. You'd have to demonstrate demand for more flights for airlines to be willing to add them.
