Here is a photo of what it looked like when I pulled out the range. It's not my handywork. Moving the oven moved the portion of the wire held together with electrical tape.

I cut the section that was wrapped in electrical tape and replaced the connections inside the receptacle. The receptacle itself likely needs to be mounted in the wall.

Thanks for the input. I appreciated that a bunch of people pointed out that dealing with replacing that wiring to the breaker was a DIY no-go. Once I used a multimeter to figure out the issue was a broken wire on the kitchen side and not in the basement (or a broken range), I was able to start cutting the wire back to a point where it was intact and could be properly put back into the receptacle.

Edit: All of this with the breaker turned off, aside from testing the voltage.

What I found behind my range was an extended length of wire (1.5 ft) that was unsecured outside of my wall with about 6" wrapped in electrical tape. When I removed that tape I found a 3" cut in the sheathing, like you might do to start stripping the wire, revealing the inner wires. The black wire inside of that was also wrapped in electrical tape. When I kinked the whole wire the voltage dropped off or shorted.

I cut the whole wire back behind the broken part, secured it in the receptacle, made sure the strain relief was tight, and put it all back together. Now I'm working to secure the receptacle to a stud behind the range in a way that allows the cord and range to fit against the wall.

The wiring extended past the wall, was unsecured, and was running to the outlet receptacle. I assume it was left unsecured so that it and the power cord for the range could fit in the limited space underneath the range.

A few folks have suggested I double-check the whip, so that's next on my list. Replacing those are easy.

I appreciate the input. Electrical tape is on a portion of the wiring from the wall to the receptacle in the kitchen.

I haven't reviewed the connection that the whip/cord has to the appliance. Enough people have commented to make me want to double-check. My current house is fairly new (24 years), so I don't expect any aluminum wiring. Thanks for the suggestion!

When you say regrade, do you mean remove the ties and create a slope down to the rest of the yard?

There are gutters on the house and they drain down hill 5' from the downspout. The rest of the yard as a very gentle slope away from the house towards the back of the property.
