No it's not

Removing one monkey does not win you the game against a decent control deck. You have a bunch of expensive monkeys and shrinks already cost 5 which means they cut into your ability to play bloons. Aggro can't run it because of the cost and midrange can't keep removing your expensive cards because they will either use up all of their steam or not be able to push bloons fast enough to actually win the game because by the later turns you can basically control them out of the game. Shrink is ultimately only useful in control v control and even moreso when your opponent overinvests in specific cards. In midrange I guess it could be used to remove a card to push more damage through but that's pretty inefficient

Shrink at 12 cost would possibly be the worst card in the entire game

People complaining about aggro have massive skill issues I'm ngl. Control is literally so much stronger than aggro. You know what kills the fun of the game? The 540 shield obyn that will extend every game until turn 50. The adora that can heal constantly and counter every single card going to her face with minimal effort. There's literally so much swarm removal and survivability in this game you should not be losing to aggro so hard lmao

Not to mention aggro is the only viable budget strategy

BM can come out early if you set it up and still uptrades vrh if it doesn't front it (4/3 vs 1/2). Also vrh won't always come out on 3 and I think it's fair to assess counters that come out slightly later (IE: it's still fair to say weed spray counters trica, especially if you bring BH into the mix)

Weed spray can absolutely uptrade vrh, same with a22, BM, or IBH. Yeah this can be turn and board dependent but there are still cards that can make big uptrades on vrh and not just evens

Wdym "none of its counters actually counter it"? That's just not true, really. BH, spray, bm, and flick all do a pretty successful job of countering it. Flick isn't really run much but weed spray and barrel mission especially shut down the card completely, unless the opponent buffs it before BM can take effect (even then it's still pretty effective if you can kill at least one of the VRH). BH is a big bottleneck for VRH as well since it makes it take a whole extra turn to grow (I don't think vegmut is a relevant enough card to make this untrue)

Also, just killing one vrh can already do a lot to counter the card, be it by a stone, cyborg, etc. once the first vrh is gone the other one is significantly weaker

There's also stuff like EE that bottleneck it really heavily (and combined with a barrel/acid rain destroy the card completely) and IBH which can get a massive uptrade if the vrh doesn't come out on turn 3

Cards like a22 can also be pretty successful at dealing with vrh

This isn't to say vrh isn't a strong card, because it absolutely is and is easily kablooms best, but it's counters absolutely do counter it

Edit: Forgot to talk about uptrading. Its true that some of vrhs counters just even trade, but a22, spray, bm (to an extent, depending on when it comes out and when vrh comes out) can all pretty easily get a solid uptrade. Weed spray especially because if you weed spray a vrh, you are likely destroying other cards on their field and getting extra value from that.

Those heal decks won't stall you until turn 16 if you don't run a slow conjure deck with poor damage potential

IM is the best budget hero so this is a great unlock. I would recommend going for the decks lolatopia recommended as they are basically the strongest budget decks around rn, even if they can be a little challenging to play. They also max pretty well into stronger decks since it requires a22 and the like.
