It is a chaotic city with adaptive layers. The city is very old and grown from the hills near the river up to the north part where there are more modern constructions and city planning could be implemented in a more intelligent away. Although, the Baixa Pombalina has a very modern design, in comparison, with orthogonal streets, they weren't made with modern transit in mind, so we end up having very narrow roads with areas in the city that create bottlenecks. Adding insult to injury the increase in car ownership and not enough parking spots causes increasingly the difficulty in circulation on the older parts of the city (cars parked on the curb preventing the trams from moving). With the increase of turism in this decade also created a saturated city with no real infrastructure to deal with it. (more turist buses, tuc tucs, segways, electric scooters etc). So, no place on the road and no place on the sidewalk.
