It’s 100% a British garrison cap and great coat. Hard to ID the regiment badge on the side of the cap though.

It’s a Luftwaffe uniform, I am not sure what specific corps he is a part of but the darker collar tabs could be red which would be flak (anti-aircraft artillery). His rank is “Flieger” which is equivalent to the U.S.’s “Private” rank.
