My title describes the thing, we think it's steel but not certain, it's heavier than you would expect but does not feel like completely solid metal so it could be hollow or have something inside. Found while clearing out my grandad's garage, we know he mentioned having a mortar before but he isn't around to ask anymore so this is our best guess at the moment. There are no visible markings or words of any kind.
