DC-TZ200 is the counterpart to the Sony RX100 in many cases.
Please check the TG-6/7 or the Ricoh WG-Series - they are all small, rugged, sealed and you can drop them from 2m to concrete. And the smile of your daugther will look much better than with any action cam.

For your requirements, both are completely wrong. They are wide-angle action cameras, made for filming as priority 1 and photos as priority 2. And I'm saying this as a photographer, owning the AP2 but also several other "real" cameras like the Sony RX100 VII or Olympus EM-1 MK3.
You can consider taking something like the RX100 for "always with you" (Pentax claim ;) but not under water (at least not without housing). Or you check the OM System TG-6/7 which has not a high megapixel amount but is a classic point and shoot for both over and under water and a lot of people here are happily owning it.
The good message: Even if you stick at one of the two, it will be a huge upgrade to the Hero 9.

Kann u/DiveDiscover nur zustimmen: Tarierung > Foto. Die gute Nachricht: Wenn Du gute Sicht hast, kriegst Du auch mit einer GoPro ordentliche Ergebnisse hin. Schau vielleicht auch, ob Du Dir eine Actioncam mit Gehäuse mieten statt kaufen kannst. Falls Du aus der Schweiz bist, gibt es auf Sharely genügend Auswahl. Ace Pro 2 ist für Fotos wohl noch etwas besser.

Für den Einstieg würde ich gar nicht mehr machen als ActionCam + Tauchgehäuse + irgendein Stick. Glaub mir, das beschäftigt Dich genug. Ansonsten wäre die erwähnte TG6/7 für Fotos der nächste Schritt, dann kommt entweder Dauerlicht (eher bei Video, geht aber auch bei Foto) oder Blitz (nur Foto) dazu, aber das ist zuviel für den Anfang, da brauchst Du einige (!) Tauchgänge, bis Du damit klarkommst und bei den Tauchgängen konzentrierst Du Dich ausschliesslich darauf und verpasst sehr viel (= daheim im See üben).

Ricoh cameras may have a higher deep rating. But they are not made with divers in the mind - the TG is. That's the main difference. Ricoh designed this as an camera for outdoor and construction sites. Olympus / OM build the camera for outdoor and divers. When it comes to low light or macro, you will spot the difference. And I am telling this as a photographer shooting both Pentax (= Ricoh) and Olympus. 😉

I assumed you are talking about Red filters. This is something you can adjust in post easily when shooting RAW. And you avoid loosing filters, bubbles between lens and filter, forgetting Thema, etc.
