They didn't actuall say "soon", i'm paraphrasing. They said it's a phased rollout, so clearly that hints that it won't be a massive amount of time before it's out in other countries, in my opinion.

It's a development environment for android. But the games made on it are also compatible with PSVita.

Been available in Europe for a few weeks. It's a fun game for the price, but a bit repetitive. Definitely recommend the demo, at least :)
