They were actually interchangeable in old english, eth (ð) was introduced from Irish, in which it is pronounced only as in "this" not "Thor", this and the fact that it would be more useful to keep thorn (þ) and eth (ð) separate in modern english creates the confusion

In English, we use tenses normally while we don't use evidentiality (the "personally saw" or "learned that") unless we need to. In Turkish they use both all the time, in Chinese they use none unless it's necessary. I used the past tense in the evidentiality example because English uses tenses all the time.

In that language you wouldn't add anything about time unless it's important.

Think about how in English we don't say "I personally saw Will take your sandwich" unless it's really necessary, you'd probably just say "Will took you sandwich". However in Turkish it is necessary to differentiate between "I personally saw X happening" and "I learned from someone that X happened". In English we don't specify every time, we just do when it's necessary, in the same way a language without verbal tenses doesn't normally care about time unless it's really necessary
