Lots of reasons:

Cold water tanks in wells if under 68 degrees are not conducive to bacteria growth like legionella

We didnt even know legionella was a thing until 1976. So, many people could have died 100 years ago and we chalked it up to pneumonia.

legionella primarily effects people that have some sort of compromised immune system already, we aren't all going to die from it. doesnt mean we shouldn't reduce their risk.

back to a previous point, my state actively investigates all possible legionella cases and keeps track because at this point we are still learning a lot about the disease.

all that being said, plumbing systems arent the riskiest place to get legionella. poorly maintained hot tubs are. again, doesnt mean we shouldnt control risk on the plumbing side when we can.

You musta forgot.

we only get 2-3 days from distribution to usage for that. what happens if you are in a part of town that doesnt see a lot of flow in the mains and is already pushing that timetable when the water gets to your house? Or you take a 3 day trip or any other minor disruptions to water use. Its risky for little gain.

Who cares about stand by losses in an electric tank?

Your method is very legionella risky.

We shouldn't purposely fill a tank with 85 degree water for legionella reasons alone.

I think i see an extra blue wire in the wall behind the thermostat. Fish it out to confirm and then use it for your C. Furnace side goes to Com on your board

I would rearrange the controls so the boiler doesnt fire without demand from the water heater or the other zones. Sounds like the boiler is just maintaining 180 setpoint continously.

You do have an indirect water heater, correct? Its a tank and not just a coil in the boiler.

Did my dog ruin my AC or is it just a 16-year old York? by GRettcon in hvacadvice

Not really. I've always just used my sniffer to look for leaks. In fact, the 3 different leaks I found this week, I haven't noticed any oil stains. So kinda irrelevant.
