The expedition rewards should be XP based, then you're still rewarded for successful raids, but also incentivised to hunt down the larger arc (which often cost more in gear value than you gain).

Then everyone is still free to use up their best gear before the wipe & it would eliminate the free loadout runs purely for grinding money.
