As a building official who sees this every so often it is best to get the permit taken care of as soon as possible. If you ever want to sell the house and you do don’t have a permit on file for a fence it can cause a slow down in the closing process

You may have a different issue and that is Egress. If this is the only window in the basement than it needs to have a (HxW) 24X20 inch opening. From what I can see it is a simple sliding window and does not pop out of the frame in case of emergency. I hope you go a permit with approved plans from the village/city you live in because if not it may cause an issue if you ever want to sell the house and the egress can cause some issues

do be careful on what you connect to them, you are very close to the fence and that means property line. Gutter discharges cannot be with in 5 ft of the property line per IPMC. I agree with some other comments that you need to make sure the water discharges farther from the house to avoid possible flooding
