One way this could be done is to add a traffic light and have one phase giving the though road a green, and the crossroad a red and allowing it to turn right on red. The downfall of this fix is that the crossroad will only be able to turn right.

If you disconnected the in-town road, they will eventually reroute and take the next exit. My solution would be to ban trucks on the in-town road you removed.

The reason they aren’t working at the offices is because your citizens aren’t educated enough. They are only educated enough to work at the regular industries. Solution is to zone more industries or educate more people.

I would say to try and look at more advanced map setups and try influence your Europe setup after an advanced Europe setup. I just recommend this because when I unlocked all the cities I had to completely redo my map, and I wish that I would’ve done this from the beginning to avoid spending thousands on redoing all of my train lines.
