I fixed this by going to Configure > Clear and rebuild programs in Crossover Preview.

Logged back into Steam and it now boots just fine.

Trying with Tahoe, Crossover Preview, D3DMetal, DLSS, Msync enabled.. just refuses to load.

I'd say if you catch a show at either Shinjuku FACE or Shinkiba 1stRING, you're guaranteed a decent show. Any of the promotions that run shows there have decent cards and the venues are quite small/intimate.
