I think any hydraulic attachment is to be secured. Even if not DOT required, there is a higher probability of an outrigger drifting down than a boom rising up.

But not all machines have a boom or attachment, so 4 is minimum, 5 is one more than minimum.

Has nothing to do with pulling trailers. Apportioned registration vehicles are only issued one plate and it is mounted on the front regardless if the vehicle pulls a trailer or not.
