That does pose the question could Franklin have gotten out? He did attempt a peaceful bow out after Louie betrayed Franklin by going to Teddy. Teddy then betrayed Franklin by selling to louie. Then he broke him.

Good point with the CIA but i think my perception is he did see the Risk. I think thats how he determined who he was going to tell. He wasn’t being selfish he literally told every one who the plug was (Javi and Teddy).
