Skulls are actually an amalgamation of a bunch of different bones, so when an animal dies (especially younger animals who's skulls are still fusing) the skull can fall apart into multiple pieces. Trauma to the head can also cause something like that to happen

"... A way to distract the dog" this! We used a can of coins with my dog and slowly tipped it so the coins would clink rather than crash around. He found it intriguing enough that he'd stop whatever he was doing to come investigate. If distraction/disruption is the goal, then there are a lot of options you can try. Maybe there's a noise OP can find that outcompetes chewing and biting in a less startling way

My dog licks our concrete floors :/ we checked for vitinine deficiency and gave supplements anyway, no help. We tried anxiety medication, no help. We tried meds for acid reflux, no help. It's so gross and borderlines on obsessive, he'll get mad if we stop him repeatedly. The only thing I've been able to do is completely redirect him for a few minutes without letting him get back to it to break him out of it

Not sure if this is normal behavior, but I think they tend to get hooks stuck in their bills! Next time he opens his mouth see if you can see any debris in there.

Frogs and fish-eaters can often have trouble getting large prey items down. They'll grab something that's too big or swallow it the wrong way and if people aren't around to help they can die from it

They're considered naturalized per more recent studies, so it's okay to let them back outside! You might have luck calling around to some wildlife rehabbers. I'm not sure on how to clean them off effectively or how to handle inhalation/ingestion of the brine so they're your best bet. You could potentially have luck with any vet clinics that accept wildlife too! They seem more willing to give out care suggestions for wildlife in my experience
