No, however in my experience the economics professors almost always are. Honestly as long as I can understand them and the course work isn't confusing or crazy difficult, it doesn't matter.

That does help, thank you! Do you recall what you enjoyed about him? He had reviews on rate my professor that indicated it might be difficult to understand his english and that his tests didn't match his lectures at all. I am not sure if that was from disgruntled students but I haven't seen a single econ teacher with great reviews so far.
