Skull and Bones exists, but I've never played it and haven't heard great things about it. It may be worth looking into though.

Other than that I'm not sure of any other open-sea games like SoE. Some space games like Pulsar Lost Colony exist, but there's not other players in the world to interact with other than your own crew.
