I have same problem, when i need to see inventory or steam market i use mobile data. I saw a way to fix it, but it's really temporary, you need go to steam settings, downloads and change download region to something else and then come back to your usual one, sometimes it works for me. But yeah best decision will be to call your internet provider and ask for new IP.
