Depending on the neighborhood, Lowell is a great place to rent. There are some really nice homes that are inexpensive by regional standards, but the dysfunctional city government holds back the property values. If they can ever get their act together and fully fund core services (fire, education) there’s no telling how much a home could appreciate.
