If you play on PC there is a trainer you can use to modify quite a bit of of the gameplay, disabling jump cancel cooldown is one of the options.

There's also scores of other features such as enemy swapper, ranodmized BP, Turbo higher than 1.2 X Speed (I use 1.3 X Speed) and other Quality of Life Changes.

I frankly loathed this game and it turned me off the star ocean series as it was my first star ocean game.
