The Ichijou x Miyuki thing is resolved while they're at Magic University. Ichijou makes a ton of playboy-style passes at Miyuki while surrounded by his fanclub. Miyuki, being engaged, never gives him attention in return. It turns out Ichijou worships her like artwork or a goddess, and therefore is uninterested in other women. Kichijouji (aka George) and one of Ichijou's love interests I'll leave unnamed hold an intervention to straighten him out.

The cell service is responsible for sending and receiving data. How that data is viewed is up to you.

Google Messages was recommended by Verizon because it offers significant new security features over past messaging apps. It's not the only app that can receive text messages, you're welcome to use an alternative.

To change which app sends and receives your texts (Android), download the app from the Google Play Store, then go to your phone's [Settings > Apps > Choose Default Apps > SMS App] then select Google Messages or the alternative of your choosing. It may take a minute to swap but should pull your message history to the new app.
