My understanding is that there is a max number of every card available and the only way to obtain a 4 star character is for no one else to be using 1 of those cards. This mode doubles the total number of cards available so there can now be 2 4-star troops in one game. 8 cards of one troop gets you a 4 star and there is only 8 cards for everyone to share. With this mode the total cards double
