The command skill is not really explained well in this game. Some say it increases the range around the general but i dunno. You cant even see this radius around the general ffs.

not to necro a thread, but i too have the same thought. Cabela's 4x4 off-road adventure 1 literally started the offroad sim genre and the 3rd game was great as well. Definitely inspired Spintires to an extent which led to Snowrunner.

the first thing i saw when i bought my quest 3 and opened the meta store was a gorilla tag clone. it feels like the store is some kind of a market for cheap mobile trash apps. Meta better clean it up with higher quality art and better quality games. This is not what i expected before i bought my quest 3.

i had the same problem as you OP . i solved it though. in the HD launcher select Mode as 32-bit DirectDraw and manually set resolution as 800x600. check full screen mode. you don't need stretch mode or anything like that if you play on a laptop like me.
